Zimdiaspora serialises Sipepa-Nkomo report on Chawora-gate

The Zim Diaspora is, starting from today serialising a shocking and damning report compiled by the Sam Sipepa Nkomo team recently in Britain to investigate alleged financial irregularities by the Jonathan Chawora now suspended executive.

The report, passed over to us by our trusted source at the Harvest House in Harare has also been handed over to the MDC-T leader Morgan Tsvangirai who is also Prime Minister in Zimbabwe’s troubled coalition government. The report is specifically on a meeting with the suspended Chawora executive.

Scanning through the report, the Zim Diaspora has been vindicated and therefore, we declare victory over this Chawora-gate scandal which we investigated and exposed. They demonised us, they labelled us ZANU-PF agents - when it’s them who are as corrupt as members of the ZANU-PF party.

We took risks because we knew what we were doing was right, hence the truth has set us free. We encountered even some half-baked journalists who sided with an executive accused of gross financial mismanagement, but we stood by the TRUTH. The truth is, there are certain people who claim to be champions of democracy when they are in fact perpetuating Mugabe's condemned leadership style which has undoubtedly impoverished Zimbabwe.

                                          Chawora-gate One

The commission was mandated to look into the affairs of the MDC-UK province, districts and branches given the background of financial irregularities that were dominated by issues of accountability, transparency, party cards reconciliation, remittances to Harare. The team was on a fact finding mission to enable them to make recommendations to the National executive. The team conducted meetings with structures of the whole province and oral and written submissions were also made.

The commission indicated that they would only accept facts that are supported by tangible evidence and not justified by emotions.

Provincial finance report

The Provincial Treasurer T.Goneso presented financial statements for the period in question (18 months).

  • The province inherited a balance of       £3 207.57
  • Branches and Districts contributed        £73 892.61
  • Expenses incurred                               £75 188.17
  • Current Bank balance is                       £1 912.01

The Provincial Secretary Sakhile Mthombeni notified that the accounts presented by T Goneso were never presented to the executive committee for adoption. He expressed that as an example of lack of transparency.

Support for expenditure

Audit trail test for £6 650.00

  • A transfer of £6 650.00 by Mary Kasiriwori into T Goneso’ personal account for onward transmission could not be explained whether it had reached the intended beneficiaries.
  • There was no proof from T Goneso to show the transfers from his personal account and confirmation by the intended beneficiaries.

 Harare Trip

  • Members of the executive expressed that they were not happy because the chairman, secretary and organiser proceeded to Harae for a cancelled conference despite that they knew it was cancelled at a cost of £1 893.00
  • Jason Matewu was reported to have requested for a further £1000.00 while he was still in Harare for allowances

 Conflict of interest

A concern was raised during the meeting that the company hosting the MDC-UK & Ireland website belongs to a former member of the provincial executive I Mutanhaurwa.

  • It was however revealed that the company has been charging exorbitant fees (far above the market rates) £2 319.00 paid in 18 months.. (Proof of payment was reflected in the financial statements).

 Undisclosed income and Expenditure

  • No income from fundraising activities is reflected in the Provincial Income statement. Invitations/adverts produced as proof that there were fundraising activities held by the province including money raised at the dinner with The President on 20 June 2009.
  • Cellphones for £7 500.00
  • Members of the executive raised the omission of £7 500.00 donated by (name supplied) for the purchase of cell phones for the election period on the Financial statements presented by T Goneso
  • Sam Takavarasha Jnr narrated the issue of cell phones worth £7 500.00 that were taken to Harare by H Makuvise
  • He stated that there were 260 brand new cell phones with cameras and the intention was to use them during elections and vote counting as the party.
  • Takavarasha Jnr also made it clear that he did not get an acknowledgement of receipt from Zimbabwe as he believed he had done his part did not follow up for accountability purposes (he produced receipts to support the expenditure of H Makuvise’s accommodation, food and for customs duty).
  • On following up on the issue with H Makuvise so as to trace who received and acknowledged the phones?

 Questions were raised regards to the remittances to Harare and below is the list of individuals who received money.

Ephraim Mashingaidze                 £234.00

 

J Mashakada revealed that some executive members disputed the idea of sending money to individuals during their meetings. (Minutes provided). He also mentioned that this did not happen with the previous executive even though there was no Party Foreign Currency Account at that time.

In response J Chaora and T Goneso promised to give evidence of requests for the money transferred to individuals.

NB: At the time of leaving no evidence had been received from them.

Mazimba ndipo pamunonetsa . If the report says what it says then we must wait for the party to give us answers to all the questions raised in it. People must be given a chance to explain themselves and those who cannot do it satisfactorily must suffer the consequences, pay back the money and be subject to disciplinary action as per our constitution. It is hard earned money meant for our struggle so every penny must be accounted for. We have so much to do kumusha than continuing to denigrate each other in the press because MDC is for freedom loving Zimbabweans and not for Chawora, Gonese, Biti, Chamburuza and whoever alone. Forward with the people's struggle for freedom, democracy , human rights and the rule of law in our motherland!

They might try to silence and persecute the four so called REBELS, but they can not run away from the fact that money was NOT channelled to Harare MDC through the correct procedures. Yes in every war there are some casualities, in this case case BITI, SUZZETA, CHAMBURUKA and MUTASA will be used as an example to intimidate and silence the diaspora MDC members and sadly they will be the casualities. First there will be fabricated charges on them, folowed by a swift suspension then a dismissal from the MDC Party without appeal, upon the re-enstatement of the CHAWORA Executive. By so doing, fear would have been induced in members so much that no one will be able to question the leadership, let alone question or demand accoutability. However one can not take it away from these so called RBELS. It is because of them, whether their information was false or true, that on the 17th November 2009 the CHAWORA executive was supended which eventually led to the MDC National Council sending an investigating team to UK and the findings, in an "ideal" world, will soon de made public, and it will be interesting to find out the outcome of the fact finding mission. Although these "REBELS" will be called names by the CHAWORA loyalists, it will be interesting to find out if CHAWORA and his crew are guilty of confusing the MDC constitution by sending hard earned MDC money to chosen individals in Harare instead of sending the money through the channels as stipulated in the MDC constitution i.e through the TREASURE GENERAL' s office and taking total advantage of the valnerable assylum seekers or guilty of intentional misquandring of MDC public funds. Anyway in a few weeks or few months time the truth shall come out, but sadly it will be the end of the "REBELS" journey as MDC members But , BITI, CHAMBURUKA, MUTASA and SUZZETA, hate them or like them, shall always be remembered in the history of MDC (UK) as people who sacrificed everthing from being suspended and later suspensions lifted on the 5th September 2009 in MILTON KEYNS in pursuit of democracy, transparency and accoutability, and had it not been of them , surely as of today a lot of money could dissapearing, this time not in darkness, but in broad day light.

Zim diaspora thank you for exposing these ZANU-PF thieves. We know that most people in MDC are still ZANU-PF card carrying members and have not yet renounced their ZANU-PF membership hence they learnt all the ZANU criminals tricks. I think the editor of this paper should be given an award for this particular story. It is true that you were insulted and labeled all sorts of things when the Makushas of this world defended Chawora. Now the truth has come out my man. Keep it up editor...don't be deterred by these criminals...
